Assistant Special Agent in Charge
Special Agent Sandra V. Barrow was appointed the Assistant Special Agent in Charge (ASAC) of the Naval Criminal Investigative Service (NCIS) Carolina’s Field Office in September 2023.  She has programmatic oversight of all criminal investigations and operations within the Camp Lejeune, NC area of responsibility.  

ASAC Barrow previously served as the Supervisory Special Agent (SSA) of NCIS Resident Agency (NCISRA) New River, NC. She was responsible for oversight of NCIS criminal investigations, the Field Training Evaluation Program, and Cold Case homicide.

ASAC Barrow began her career in March 2005, at the NCIS Norfolk Field Office, Norfolk, VA, specializing in child crimes and online child exploitation. In 2010, she transferred to NCIS Headquarters (NCISHQ) as a desk officer for the Criminal Investigations Directorate, where she provided support as a Threat Management Representative to NCIS field offices. In 2011, ASAC Barrow transferred to NCISRA Dubai, UAE, where she was responsible for Force Protection, Counterterrorism, and Port Visit Support. ASAC Barrow’s next assignment was at NCISRA Camp Lejeune, NC, where she served in multiple investigative roles, to include child crimes, deaths, sextortion, theft, and fraud investigations. Throughout her career, ASAC Barrow has served as a recruitment representative, Major Case Response Team (MCRT) member, Field Training Agent (FTA), and a member of the Internet Crimes Against Children Task Force (ICAC) in North Carolina and Virginia. Her investigations have been featured on the Oxygen Network and CBS 48 Hours.

Prior to NCIS, ASAC Barrow served as a Police Officer, Tactical Unit member, and Recruiter with the Greenville Police Department, Greenville, NC where she served for eight years.

ASAC Barrow earned a Bachelor of Science in Criminal Justice from East Carolina University, Greenville, NC.

ASAC Barrow was the recipient of the U.S. Attorney’s Office, Eastern District of Virginia, Law Enforcement Public Service Award on two separate occasions for her achievements in working child exploitation investigations.
