Assistant Special Agent in Charge
Special Agent Shutt was selected as the Assistant Special Agent in Charge (ASAC) of the Naval Criminal Investigative Service (NCIS) Middle East Field Office (MEFO), Bahrain, in July 2023. She has programmatic oversight of all criminal investigations and operations, and oversees the Transnational Crimes Unit that specializes in piracy and counternarcotics operations, within the MEFO area of responsibility.

ASAC Shutt began her career in January 2006 at the NCIS Norfolk Field Office, Norfolk, VA, specializing in child crimes and online child exploitation. In 2009, she transferred to NCISRA Okinawa, Japan where she worked a variety of criminal investigations and served as the senior resident agent to Naval Hospital Okinawa. In 2010, ASAC Shutt transferred to the NCIS Carolinas Field Office, Camp Lejeune, NC, as a subject matter expert for child crimes and online child exploitation investigations. In 2014, ASAC Shutt was selected as the SSA for the Office of Forensic Support (OFS), NCIS Headquarters, Quantico, VA, and led a team of Forensic Consultants/Graphics Specialists located worldwide supporting the geographical field offices and Major Case Response Teams (MCRTs). She executed OFS program functions for the enterprise, and partnered with MCIO program managers to develop and implement a crime scene investigations program and certification process. She served as the team lead for the Evidence Management Sub-Working Group of the DoD Forensic Sciences Committee to develop forensic process standards, creating a policy that references current DoD Forensic Science Committee standards across MCIOs. Throughout her career, ASAC Shutt has served as a recruiter, MCRT team leader, field training agent, member of the Internet Crimes Against Children Task Force (ICAC) in NC, SC, and VA, and has collaborated extensively with state, local, federal, and international law enforcement partners developing proactive operations, joint training exercises, and certification programs. Her investigations have been featured on the Discovery Channel, CBS 48 Hours, and Dateline NBC.

Prior to NCIS, ASAC Shutt was a Forensic Laboratory Technician with both the South Carolina Law Enforcement Division and the Virginia Department of Forensic Science. ASAC Shutt earned a Bachelor of Arts in Psychology and Sociology from Clemson University, Clemson, SC, and a Master of Arts in Forensic Psychology from Marymount University, Arlington, VA.

ASAC Shutt was the recipient of the National Association of Police Organizations (NAPO) Top Cop Honorable Mention and the Service to Law Enforcement Award presented by the Portsmouth Police Department, Portsmouth, VA. She was selected as the NCIS Carolinas Field Office Special Agent of the Year and the recipient of the inaugural NCIS Director’s SSA of the Quarter Leadership Award.
